Abstract

In light of the constant problem of entrapment funds for the Palestinian National Authority, and its accumulated impact on all Palestinian people sectors political, social, economic, cultural, educational. As well as in light of the loss of hope in overcoming these living conditions, there was the solution which is "Islamic endowment institution" and its role that lasted for centuries ago and still, which requires us to look for an outlet or an action strategy to improve the job of this institution after it suffered a lot from bad managements and occupation aggressive measures, so we decided to shed the light on "the role of Islamic endowment" in funding scientific research. The number of published researches in Palestine was 212 in 2007, while in 1996 the figure was 20, and if we compare Palestine to another country such as Jordan for example which published 1345 research and Israel with 89013 research in 2007 then we find ourselves backward in field of research compared to other countries of the world. So if want to overcome our difficulties, we have to challenge our circumstances and to focus more on scientific research as it is the base of development and prosperity, and the lack of funding scientific research informs the collapse of the institution. As a result of the above mentioned we presented this research in which the researcher used the descriptive methodology along with an interview with six officials at the Palestinian Ministry of Al-Awqaf in the west bank to show how much the ministry spends on scientific research, then the researcher got that there is a fake scientific department just on paper without employees or any action in realty. The study recommend the following: To allocate an annual budget for scientific research from Islamic endowment budget. To employ qualified academic researchers who can help researchers in various fields of research. To courage cooperation between endowment institutions around the Arab World to make use of their experience in the field of research. To organize a scientific research magazine funded by Islamic endowment institution in different fields of research
