Abstract

The study aimed to prepare terms of reference for the activation of the partnership and integration between higher education institutions and the education sector in the light of the professional needs of teachers and the needs of the labor market in Palestine. The objectives of the study were: know the most important professional needs of teachers during the next ten years, and the detection of the most important needs of the labor market in Palestine during the next ten years Researcher followed the Delphi method of three rounds of the study sample consisted of (27), an educational expert working in one of the sectors for a period of not less than ten years. Among the most important findings of the study include the following: • The most important professional needs of teachers during the next ten years came in descending order as follows: • The real mastery of scientific specialization • attention to scientific developments • the desire and true love for the profession • employing methods and modern teaching strategies (such as brainstorming-role-playing, ....) • teacher training on teaching techniques and employ them to activate their role in the educational situation • skills to deal with computerized curriculum and tests and computerized banks preparedness questions and e-Learning • Training on skills transfer row of warehouse knowledge and skills to a workshop full of movement and activity and change (effective classroom management). • The study found that the most important needs of the labor market in Palestine during the next ten years came in descending order as follows: o strategic planning that balances between supply and demand. o Review disciplinary action according to the requirements of the labor market. o link between the university's policy of assimilation and the requirements of the labor market. o teacher essential phase distinct. o change the attitudes of the traditional approach and engage in community-mail. o provide programs of study and training on the applications of modern cellular devices. • The study also suggested that the frame of reference for the activation of partnership and cooperation between higher education institutions and the public education sector, and the framework proposed by the five main axes are (philosophical context, objectives, programs, organizational structure, expected outputs).
