Abstract

The research dealt with the reality of the division of most of Gaza governorates lands, which depends on the informal division and the extent of it's impact on social development, which can be defined as the exchange of different human relations for the purpose of development. Many lands in the urban areas in the Gaza governorates in general and Abasan Al Kabira in Khan Younis governorate in particular suffer from problems and difficulties that adversely affect these areas and delay social development as a problem of the absence of division projects, especially for private property lands. This is mainly due to the local community culture that refuse division projects and only approve the informal divisions done by the responsible authorities, and starting randomly construction with the absence of community participation which weakened its confidence in dealing with the responsible authorities, especially the municipalities, with the need to update some regulations and laws related to division projects for those lands. The importance of this research is to emphasize the significance of the lands division projects and it's impact on social development. In addition to highlighting the problems and obstacles facing this process with a focus on private lands in the governorates of Gaza. The aim of the research is to find flexible, implementable solutions and decisive measures to solve a real problems that have undermined the owner's ability to invest his land. And also aims at reaching modern methods of execution within Gaza governorates to provide public facilities and open areas. The research used analytical descriptive methodology -Abasan Al Kabira lands as a case study -. Personal interviews with the responsible and concerned authorities, and workshop were conducted as tools for data collection which is later were statistically analyzed. The results of this research revealed that the division projects have a direct and long-term relationship with social development. In addition, the research emphasize that the main reasons for the absence of these projects are: the culture of the local community, the prevailing belief in the cost of these projects, the high price of the land, the start of sale randomly, the greed of traders, and the lack of facilitation these projects by the responsible authorities. According to these results, the research proposed modern methods of application within Gaza governorates to provide public facilities and open spaces for these projects. The research recommended to speed up the processing of preparation for detailed plans before the start of the division projects to solve the existing problems.
