Study aim: This study aimed to identify the reality of the applying management by objectives (MBO) in governmental Organizations and its impact on preparing alternative leadership. Methodology: The researcher adopted the analytical-descriptive approach to achieve this aim. Study population and sample: The study population consisted of employees in supervisory positions in the civil division in the Ministry of Interior and National Security - the Gaza Strip, whose total number was 254. The researcher used the comprehensive survey method of the study population. Study tools: The questionnaire was used as a tool for gathering information, as (254) questionnaires were distributed to the population of the study, of which (203) (i.e. 79.9%) were returned. The most important results: The techniques of management by objectives is moderately (i.e. by 62.7%) applied in the ministry. There was a direct correlation that is statistically significant between the principles of management by objectives (participation, setting goals, support of senior management, control and self- control, evaluation and accountability for achievement) and preparing of alternative leadership. There was a statistically significant effect of (control and self- control, evaluation and accountability for achievement) on preparing of alternative leadership. There were no statistically significant differences between the means of the respondents’ responses concerning the status of the application of the techniques of the management by objectives and its impact on the creation of alternative leadership in the Ministry of Interior and National Security - the Gaza Strip attributed to the demographic data differences (gender, level of education, work experience, job hierarchical level). The most important recommendations: The ministry should increase its interest in the techniques of modern management because of their positive effects on the performance of employees and upgrading the level of their performance. The participation of subordinates in the administrative process should be increased by involving them in determining who is responsible for achieving the set objectives. Focus should be on increasing support by the senior management to subordinates in order to serve the interest of work.
