Abstract

This article illustrates the use of modern Information and Telecommunications Technologies (ICT) in disaster preparedness and mitigation. It presents the challenges for potential disasters and risks possibly affecting the Gaza Strip and the West Bank. It also highlights the existing emergency communication systems covering disaster warning and recovery. Besides, the article summarizes the current and promising communication technologies available in the world for emergency and safety systems. A proposed nation-wide (contingency) plan for future emergency communications systems is given based on institutional, regulatory and technical recommendations.
