Abstract

Management is the mobilization and development of resources, human, material and financial, in order to produce goods and services. In the absence of effective management, resources are wasted or underutilized and economic and social development goals are not met. A plentiful availability of people with management perspective and skills is therefore essential. At the enterprise and organization level in Gaza Strip competent management is more necessary than ever before. Recently, Palestinian territories have become increasingly aware of the need for a systematic approach to the management of development projects in order to improve the effectiveness and the performance concept in regulations, specifications and contractual procedures. This demand arises from the complexity of such projects and the need for effective coordination and cooperation between many different governmental agencies, international donors and construction firms. The aim of this paper is to study the level of local contractors’ understanding of contract documents and its relation to the performance concept in construction projects in Gaza Strip.
