Abstract

Objective of the study: this study aims at identifying the status of return on training assessment of institutes and training centers of the Ministry of Education and Higher Education in the Gaza Strip and its impact on planning training. Study tool: The researcher used a questionnaire as a tool for conducting this study. Study sample: The study population consisted of managers, heads od department and administrators in training institutes and training centers at the Ministry of Education and Higher Education whose number was (120) employees, The researcher used the complete census method, due to the small size of the community, where the questionnaire was distributed to the sample. The number of questionnaires of this study was (103) questionnaires with a percentage of (85.8%). Research methodology: the researcher used the descriptive analytical approach. The most important findings of the study: - There is a positive relationship between the variables: (assessment of trainees’ reaction, learning assessment, assessment of organizational results) and planning of the training, while the relationship between the variable (assessing behavior) and planning of training is negative at the level of significance α = 0.05. - The Assessment of return on training of institutes and training centers of the Ministry of Education and Higher Education in the Gaza Strip affects the planning of training and exceeds the required level 60% at the significance level α = 0.05. - There are no statistically significant differences at the significance level (α ≤ 0.05) among the answers of the subjects relevant to the status of the return on training and its impact on the planning of training attributed to the personal and organizational variables ( gender, education, age, years of service, job title) The most important recommendations of the study: - There is a need for adopting a system for organizational results assessment to help in measuring the return on training. - The process of evaluating the reaction of the trainees by modern procedures should be strengthened. There is a need for renewing system of assessing the return on training with every strategic plan of the Ministry of Education and Higher Education Plan
